So, you'll obnoxiously have to circle your way around the entire complex, using staircases or the elevator (if you can repair the latter) to circle down and around to a secret rocky corridor that eventually winds back up to the first floor, albeit on the other side of it. The unfortunate truth of the matter is that the items you need are actually extremely close to the entrance, but they're totally blocked-off from access. The path towards the items you need here are the longest of any of the three vaults we've raided.
